HIPAA regulations cannot promise patient data is safe.

The FBI plans to begin a public conversation about electronic privacy, said FBI Director James Comey.
After all, Americans can and should maintain a reasonable expectation of privacy in their homes and even in their electronic devices, but this privacy isn’t an absolute right.
Comey goes on to say that through judges and law enforcement, people’s private data can be accessed. And chances are if police and the courts can access that data, then criminals will find ways to break into files, too.
As of right now, most of this information isn’t front and center for the public, however Comey hopes that after collecting data and creating a course of action, public discourse will follow.
